The Hmongtung-though its origin inexplicable and lacked testament-is believed to be name of aperson(i am not clear) as he fenced his house with anhmong thing. It is a sub-group of Kom (Kakom)of which besides the cave incident, cultural closeness, traditional similarities and customs or dialect as its affinities. </div>
<div style="text-align: justify;">
The origin of the Mhongtung is believed to be deeply rooted in Burma (Kapo) erstwhile Myanmar. The cruelty of the King Akva and the black plague aggravated the environment which escalated into hell for the mhongtung group. As the result, they left Burma. After leaving Kapo, they entered into Lusei Hills. Here also their plight continued; the indigenous tribes-Lushei, poi, Lakhel and Shaneirong (dwarf tribe) and their intra-feud affected the hmongtung in general. Unable to bear the brunt, they moved towards Northern Tripura. However, the same fate followed them. Difference developed which consequently malaise the relationship with the Hrangkhols, Ranglong, shatkachep, Darlong, Chorai and Tuikup over socio-cultural differences. So, they left Tripura and moved into North Cachar Hills and then to the south of Manipur-in the surrounding region of Tuivai and Tuirong. As years passed, conflict had grown up with the Zongye and the Chiljang coupled with the strife of the Manlung and Mangchong which added up more load on it. At that time, Kuki Raja Mangjahu was in power. As the consequent, they left Cachar and settled in Kailam Hills. Finally entered into the central region of Manipur, Kapeibung, a hill side region of Thampui (Loktak) and then to Thingcherbi to Mhongbung. During this time, the Meitei King exploited them harshly: they were made to carry King’s carriage, pull chariot and were put in a menial works. In order to escape from this inhuman exploitation and the perpetual subjugation, they moved to the Hill side, west of Tamenglong at Laijang. Beginning from the stressful Burma episodes to Tripura, from Tripura to Cachar and finally to Manipur, the nomadic hmongtungs had many villages such as:-Kholamdar, Khovaibe, Khojampher, Khothutpui, Mhongbung, etc. Later they established new villages like Songpherkholen, songpherlhutjachung, Mongkotyang, Lhongchin etc. These villages are in the government records; however, the communal tension that struck Manipur in 1990s compelled them to leave for. Now these villagers though scattered, few re-establish villages in the valley region such as the Songpher and Songpherkholen in Saikul side respectively. The Mhongkotyangs moved into IchumKeirap, Khongnangpokpi, Saikul, Khudengthabietc.In fact, the incident also had great impact upon the social and economics of the affected people; the grave part is of the economic morass that ate them to the root and the morale degradation, a repercussion of the poverty. However, as every dark cloud has a silver lining, the event also led to cultural and political amalgamation with the valley komrem people, eventually leading them to adapt to the new ambiance. Indeed God is great, and has been endowing them with multiples. He has wiped away the tears. The mighty God will restitute and double what had been lost. To God be praises.</div>

soldiers, a troop of 100 built camps along the roads to Kangchup and
LukhamNagas. These camps were strongly fenced with thorns and barb wires. One
day, PuTongjaler‘s cow got stuck at and killed, and he was compensated later.
According to the rumor that spread in the area that some of the soldiersof the
camp were Africans and they ate human. This had frightened the village children
very much. <o:p></o:p></span></div>

thought that those were the sound of the trumpet call of the SECONDCOMING. Also, the sound made by the war-planes had
become the talk of the village; menfolk of the village gathered at one place,
drank and debated, and even sometime quarreled among themselves over the issues
of: who would win the war?Pu.ThangjalenLuphengheld that Japanese won’t win the
war as they did not know how to taste tobacco liquid (Lheibotui) and instead
drank up at one sip.Pu.HmunkhothangTelensaid, “Kumpini(King George) men collected
disease into a jar, and they’re gonna open in the Japanese land; the disease
will kill all big and small man alike”. Another villager, Pu.LerkhopaoHmangtealso
added that the queen of Britain (Kumpinirengnu) had sent 10 bottles of wine to
the maharacha (king of Manipur). Like this way,every evening, the village
menfolk had debated over the war issues and other petty matters. Among the
women group, Aunt LamjangLupheng, a spinster had given a very funny comment on
the masculinity comparing the Japanese and them (einipasehei). She saidwithout feeling
any regards for, “You people had high regards of the Japanese or the whites; I
have seen themwhile relieving themselves (defecating)and they……. no difference

<span lang="EN-IN">During 1942-45(Second
World War), on April, British soldiers were stationed at Haochong village,
Tamenglong district. In the region, there had been sporadic bombing by the
British Air Forces. One morning, a plane
was hovering around with unusual sound and later fell on the ground. It was also
later learnt that the first pilot sacrificed himself by allowing his co-pilot
to abort the plane with a parachute. But, the unfortunate pilot who jumped off
the plane was caught on bamboo plants at the borders of a paddy field belonging
to a villager of Songpher. Two women
farmers, Pu Chongroibum’s mother and her friend, on their way saw the white, tall
and brownish-hair pilot hanging on the branches of the bamboos. Then, out of
panic, they screamed, “Oh my god! Oh my God! Look up that is an angel! May be the
angel they talked about who is about to come very soon….”So, the two without
looking back ran away. Pu.Sherkhochung Hmangte whose field was adjacent to the
site met the two women and together they went to the site; the white-pilot was
still hanging then. They cut the bamboo plants and loosen off the pilot. And the
joyous pilot without leaving any chance first inquired about the presence of any
Japanese troops around. Surprisingly, Mr.Pu Sherkhochung was somehow little
familiar with English, so, he asked, “SIR, ARE YOU FLYING?”(sic) Then, the
white-man understood and answered, “yes!” The two women praised pu Sherkhochung
like anything. They took him to their village and served him with local foods.
In the village, there were some good English speakers-Leujangur,Songjalun and Chungjahen
with whom the pilot had had a good conversation with. The pilot stayed for two
days in Songpher village and on the next day, a villager dropped him up to
Tamenglong by foot. Just before leaving the village, they said that he had
written a letter or some kind of certificate or something and warned them of
keeping it safe. After a month passed, around 150 numbers of Japanese soldiers
reached the village. And the villagers, in order to keep away from the Japanese
notice, hid here and there; it was never found back. Till today, nobody knows
what would have been written inside. (It remained mystery</span><span lang="EN-IN">)</span></div>

The<a href="http://en.wikipedia.org/wiki/Administrative_Reforms_Commission"><span style="color: #0645ad;">Administrative Reforms Commission</span></a><span class="apple-converted-space"> </span>(ARC) while recommending the constitution of Lokpal was convinced that such an institution was justified not only for removing the sense of injustice from the minds of adversely affected citizens but also necessary to instill public confidence in the efficiency of administrative machinery. Further it says that once a complaint is made to the Lokpal nobody can take up the same complaint or any thing close to it in any court of law through a Public Interest Litigation or otherwise. In such a case there is also a ban on referring it for inquiry under the Commissions of Inquiry Act 1952. To think of it, imagine a situation once the Bill comes into effect, when someone (could well be the accused’s `paid complainant’) approaches the Lokpal with a case, then this could bring to a halt all pending investigations against the accused, a former or present Prime Minister, minister or MP. It could well be the case that the charge of a crime might absolve the criminal of all investigations into his crimes!<o:p></o:p></span></div><div style="line-height: 18pt; margin-bottom: 6pt; margin-left: 0in; margin-right: 0in; margin-top: 4.8pt; text-align: justify;"><span style="color: black; font-family: Arial;">The Lokpal is empowered to give directions for deferring or suspending any ongoing police investigations in matters covered by the complaints made to it.<o:p></o:p></span></div><div style="line-height: 18pt; margin-bottom: 6pt; margin-left: 0in; margin-right: 0in; margin-top: 4.8pt; text-align: justify;"><span style="color: black; font-family: Arial;">There are many more gems of justice that deserve attention. Contradictory to the government’s claim that the Lokpal would provide the common man with exemplary powers to censure his/her elected representative, every complainant, the government’s ‘common man’, has to pay a fees and take full responsibility for leveling charges and in case the complaint is found to be baseless, to discourage the same ‘common man’, serious punitive action extending to two years in jail and Rs.50,000 in fine will be imposed on the complainant.<o:p></o:p></span></div><div style="line-height: 18pt; margin-bottom: 6pt; margin-left: 0in; margin-right: 0in; margin-top: 4.8pt; text-align: justify;"><span style="color: black; font-family: Arial;">Charges of corruption in the Indian legal system are not necessarily covered only under the Prevention of Corruption Act, 1988 but also under many other Acts, but the Lokpal restricts its ambit to the cases under this Act.<o:p></o:p></span></div><div style="line-height: 18pt; margin-bottom: 6pt; margin-left: 0in; margin-right: 0in; margin-top: 4.8pt; text-align: justify;"><span style="color: black; font-family: Arial;">Regarding the constitution of the Lokpal, the Chairman of the Lokpal shall be from among past or present chief justices of Supreme Court. But the other two members of the Lokpal may also be from those qualified to be judges of the Supreme Court. Over the past several weeks pro-democracy movements have been spreading from one Arab nation to the next. What started as a young man’s protest suicide in Tunisia earlier in January, toppled down the 30 year old autocratic regime of 82 year old Egyptian President Hosni Mubarak who was forced to resign on February 11, alter 18 days of protests, and hand over power to the army. The call for democracy is now sparking anti-government Libya. The hard living conditions and the soaring unemployment rate has provoked the citizens’ anger towards their autocratic governments. On February 25, demonstrations for better government services spiraled out of control in Iraq. The international community is not only concerned about the bloody violence but also about the increasing oil prices. Although community is seriously condemning the violence in Libya, the future of the country and the rest of the Pro-democracy movements in the Arab world is left to seen.<br />

At home, too, there was — and still is — considerable opposition to an Iraq-like adventure.</span><span class="Apple-style-span" style="color: black; font-family: 'Times New Roman';">Critics say the government's approach to the Libyan crisis has been amateurish, starting with Foreign Secretary William Hague's statement — in the first week of the revolt — that he had “seen some information” suggesting that Muammar Qadhafi was on his way to Venezuela “at this moment.” At one stage, Mr. Hague was struggling after a series of blunders — from the shambolic airlift of Libyan refugees to the botched “spy” mission to help anti-Qadhafi forces.</span><span class="Apple-style-span" style="color: black; font-family: 'Times New Roman';">Last summer, when he became Foreign Secretary he made a long and passionate speech outlining his plans for a new “distinctive” foreign policy, a sort of “Hague doctrine” that was meant to draw a line under the supposed failings of his Labour predecessors. This after Downing Street was accused of trying to hang Mr. Hague out to dry when, initially, it tried to distance itself from the mission saying the Foreign Secretary had personally authorised it. Only after Mr. Hague made clear that it had the backing of the Prime Minister and the government appeared threatened with what </span><span class="Apple-style-span" style="color: black; font-family: 'Times New Roman';"><i style="outline-color: initial; outline-style: none; outline-width: initial;">The Daily Mail</i></span><span class="Apple-style-span" style="color: black; font-family: 'Times New Roman';"> described as the makings of a “civil war” did Mr. Cameron intervene to defend his embattled Foreign Secretary.</span></span></div></div><div class="body" style="margin-bottom: 20px; margin-top: 0px; outline-color: initial; outline-style: none; outline-width: initial; text-align: justify;"> It was on Friday, March 4, that six members of the elite Special Air Service (SAS) and two junior British diplomats landed in a rebel-held area of Benghazi, eastern Libya, unannounced. The government said their aim was to establish contact with groups fighting the Qadhafi forces and assess their humanitarian needs. But in a farcical turn of events, the men were seized by the very people they had been sent to help. They were detained and taken to a military base reportedly in handcuffs.Their helicopter, weapons and telephones were confiscated. Rebel leaders were reported to be furious fearing that such interventions would be seized by the Qadhafi regime as evidence of western interference. It took frantic calls from London to senior rebel leaders to secure the men's release.The government faced more embarrassment after it emerged that a call by British Ambassador to Libya Richard Northern, appealing for the release of the captured men and apologising for their behaviour, was intercepted by the Libyan regime and broadcast on state television handing it a PR coup.</div><div class="body" style="margin-bottom: 20px; margin-top: 0px; outline-color: initial; outline-style: none; outline-width: initial; text-align: justify;"> Former Libyan Justice Minister Mostafa Abdel Jalil, who is now a commander of a rebel group, is heard telling Mr. Northern: “They made a big mistake, coming with a helicopter in an open area.” A stuttering Mr. Northern says: “I didn't know how they were coming.”</div><div class="body" style="margin-bottom: 20px; margin-top: 0px; outline-color: initial; outline-style: none; outline-width: initial; text-align: justify;"> The incident sparked widespread criticism with Oliver Miles, a former British ambassador to Libya, saying the whole idea of sending such a mission was “bizarre.” It also opened up divisions within the ruling coalition with the Liberal Democrats joining the Opposition to attack the move. The former Lib Dem leader, Menzies Campbell, denounced it as an “ill-conceived, poorly planned and embarrassingly executed” operation.MPs wondered why the rebels were not informed of the team's mission if it had gone to meet them. Mr. Hague's claim that the mission collapsed because of a “misunderstanding” was greeted with mocking laughter in the Commons. So, what was the nature of the “misunderstanding” on which Mr. Hague blamed the mission's failure?It seems what happened was a replay of the events that led to the invasion of Iraq, when western governments willing to clutch at any straw that reinforced their claims about Saddam Hussein's supposed weapons of mass destruction relied heavily on dodgy sources of intelligence.<br />
According to <i style="outline-color: initial; outline-style: none; outline-width: initial;">The Sunday Times</i>, the mission was conceived at the behest of an opposition figure, Abdul Fattah Younis, who hyped his influence among rebel groups. Mr. Younis was a Minister in the Qadhafi government until recently and though he has now joined the revolt he is still regarded with suspicion by main rebel groups. “When the members of MI6/SAS mission said they had come to see Younis, they may have increased their captors' suspicion,” the newspaper said.</div><div class="body" style="margin-bottom: 20px; margin-top: 0px; outline-color: initial; outline-style: none; outline-width: initial; text-align: justify;"> Eminent economist Howard Davies has been forced to resign as director of the London School of Economics because the university accepted funding from the Gaddafi International Charity and Development Foundation under his watch; and the LSE itself has been dubbed the “Libyan School of Economics” amid unsubstantiated claims that it awarded Mr. Qadhafi's son Saif-al Qadhafi (an allegedly plagiarised) PhD in return for the £1.5 million from the Foundation. Lord Meghnad Desai, emeritus professor at LSE, one of the two academics who reviewed Mr. Qadhafi's thesis, says he is “hurt” that his academic “integrity” is being questioned.</div><div class="body" style="margin-bottom: 20px; margin-top: 0px; outline-color: initial; outline-style: none; outline-width: initial; text-align: justify;"> Every day, a new institution or individual is added to the “hall of shame” and there are calls for an investigation into its/his Libya “connection.” Yet until a few weeks ago, Britain took pride in bringing Mr. Qadhafi “out from the cold” and British companies were officially encouraged and helped to do business with Libya. Britain even sold it arms. As the <i style="outline-color: initial; outline-style: none; outline-width: initial;">Observer</i> columnist Henry Porter pointed out, Libya had “teargas [equipment] made in Britain,” “Mirage F-1 planes, recently upgraded by the French,” and “C-130 H Hercules transport places from the U.S.” The prevailing wave of moral indignation was at odds, he suggested, with the trend over the past decade when everyone, it seemed, wanted to get into bed with Mr. Qadhafi.<br />

<div style="text-align: justify;"><span class="Apple-style-span" style="color: black; font-weight: normal;"><b><span class="Apple-style-span" style="color: #3d85c6;"><justify>The Right of children to Free and Compulsory Education Act has come into force from today, April 1, 2010. This is a historic day for the people of India as from this day the right to education will be accorded the same legal status as the right to life as provided by Article 21A of the Indian Constitution. Every child in the age group of 6-14 years will be provided 8 years of elementary education in an age appropriate classroom in the vicinity of his/her neighbourhood. Any cost that prevents a child from accessing school will be borne by the State which shall have the responsibility of enrolling the child as well as ensuring attendance and completion of 8 years of schooling. No child shall be denied admission for want of documents; no child shall be turned away if the admission cycle in the school is over and no child shall be asked to take an admission test. Children with disabilities will also be educated in the mainstream schools. The Prime Minister Shri Manmohan Singh has emphasized that it is important for the country that if we nurture our children and young people with the right education, India’s future as a strong and prosperous country is secure. All private schools shall be required to enroll children from weaker sections and disadvantaged communities in their incoming class to the extent of 25% of their enrolment, by simple random selection. No seats in this quota can be left vacant. These children will be treated on par with all the other children in the school and subsidized by the State at the rate of average per learner costs in the government schools (unless the per learner costs in the private school are lower). All schools will have to prescribe to norms and standards laid out in the Act and no school that does not fulfill these standards within 3 years will be allowed to function. All private schools will have to apply for recognition, failing which they will be penalized to the tune of Rs 1 lakh and if they still continue to function will be liable to pay Rs 10,000 per day as fine. Norms and standards of teacher qualification and training are also being laid down by an Academic Authority. Teachers in all schools will have to subscribe to these norms within 5 years. Right to Education Act, 2009 Rules The National Commission for Protection of Child Rights (NCPCR) has been mandated to monitor the implementation of this historic Right. A special Division within NCPCR will undertake this huge and important task in the coming months and years. A special toll free helpline to register complaints will be set up by NCPCR for this purpose. NCPCR welcomes the formal notification of this Act and looks forward to playing an active role in ensuring its successful implementation. NCPCR also invites all civil society groups, students, teachers, administrators, artists, writers, government personnel, legislators, members of the judiciary and all other stakeholders to join hands and work together to build a movement to ensure that every child of this country is in school and enabled to get at least 8 years of quality education. Benefits of Right to Education Act, 2009 RTE has been a part of the directive principles of the State Policy under Article 45 of the Constitution, which is part of Chapter 4 of the Constitution. And rights in Chapter 4 are not enforceable. For the first time in the history of India we have made this right enforceable by putting it in Chapter 3 of the Constitution as Article 21.
